As a strongly established event and a gathering of reference in the region our 4th Gas to Power Journal Turkey Forum will provide a platform for industry experts to come together to discuss and debate on the key issues relative to Turkey’s gas and power sector.

Hakan Turker, Vice-President of External Affairs, BP Turkey

Hakan TurkerHakan Türker has been appointed as Vice President, External Affairs and Security, BP Turkey in May, 2012.
Prior to his current appointment, Türker was the LPG Performance Unit Leader for the Turkey and Northern Europe region, which covered Poland, Germany, Austria, Benelux and Turkey.
Hakan Türker graduated with a BA in Business Administration from Uludag University, Turkey. He joined BP in 1988, and held various roles including internal audit, commercial and finance posts in BP Turkey businesses up until 1999.
Turker worked as Supply and Logistics Manager in China based in Guangzhou in 2004-2005, and then served as LPG Turkey Country Lead from 2006 to 2009. He also worked as LPG Performance Unit Leader for South Africa in 2010.
Hakan Turker is married with 2 children.



Ralph Jäger, CEO, RWE Turkey Holding

ralph jagerHe started his professional carrier at KPMG Peat Marwick Treuhand GmbH, Frankfurt in 1993. 1996 to 2000 he joined Pepsi-Cola GmbH. Dr. Jäger worked for Enron Group, as Director Finance in UK and Germany. He joined RWE in 2002 and carried out various management responsibilities within the RWE Group. In 2010 he became CFO and Member of the Board of Directors of RWE Turkey Holding A.Ş., Member of the Board of Directors of RWE & Turcas Güney Elektrik Üretim A.Ş..
Since 2013 he holds his current position in Turkey. Moreover, Dr. Jäger is a Board Member and Treasurer of the Turkish-German Chamber of Commerce & Industry, Istanbul.
Dr. Jäger has a master degree in Economics & Finance from Stuttgart-Hohenheim University and doctorate studies in economics from Trier University.

Süreyya Yücel Özden, Chair & Chief Advisor Board of Dir., WEC Turkey & GAMA Holding

sureyya ozdenMr. Süreyya Yücel Özden has 45 years of experience in Turkey’s industrial and engineering sectors. Mr. Özden currently serves as the Chief Advisor of the Board of Directors of GAMA HOLDİNG, one of Turkey’s largest general contracting companies specialized in power plant and facilities. He also has been the Chairman of the Board of the Turkish National Committee of the WEC since 2005.

Mr. Özden was the Undersecretary of the Ministry of Transportation between 1997- 2000, during which time he was also the chairman of Türk Telekom. He was Chairman of the Board and General Director of The Turkish State Monopolies(TEKEL) from 1984 to 1991. Then he served as the Deputy Undersecretary in theMinistry of Finance until 1992. Prior to joining  to the company named as Gama Endüstri as the Planning and Investment Coordinator, he acted as the Chairman of the Board and General Director of the Turkish Nitrogen Industries Corp. (1978 – 1983) (TUGSAŞ). From 1967 to 1978 he served as the director of the State Planning Organization in the Prime Ministry. At this time Mr.Özden was also a part-time instructor in the Civil Engineering Department of the Middle East Technical University. Prior to his military service, between 1964-1965, he worked in the General Directorate of the TurkishHighways. Mr. Özden worked as a design engineer from 1963 to 1964 at the U.S. International Engineering Corporation(IECO) for planning some dam constructions in the South East of Turkey. Prior to this, he was a Construction Control Engineer at the U.S. Corps of Engineers (TUSEG) in Turkey, (1962-1963).

Mr. Özden served in the military from 1965 to 1967. He has earned two Masters Degrees in Civil Engineering, one from the Imperial College in London, England, and the other from Middle East Technical University in Ankara, Turkey, where he also received his Bachelor of Science degree.

He is married and has one child.



Murat Yazici, Managing Partner, Yazici Law Offices

murat yaziciHas practiced in oil, gas and energy industries for over thirty five years, Mr.Murat Yazıcı also advises on corporate law, international commercial arbitrations, financial transactions and privatizations in different industries. He has represented clients in transactions taking place in various countries. He is acting as the Board Director of several Turkish and international companies. 

Mr. Yazıcı worked as an in-house lawyer at Shell, Turkish Petroleum Corporation (TPAO) and Exxon between 1974 – 1989. While practicing, he taught Introduction to Turkish Legal System at the Middle East Technical University in Ankara. He also lectures at graduate level seminars on Oil and Gas Law in Universita Cattolica Del Sacro Cuore in Milan.

Mr.Yazıcı is the Founding Partner of Yazici Law Offices, founding Chairman of the Petroleum Platform Association (PETFORM) and founder of Energy and Claimate Change Foundation (ENIVA). He is also member of Ankara Bar Association, the Association of International Petroleum Negotiators (AIPN), International Bar Association and Turkish – Swiss Businessmen Association.



Muzaffer Basaran, General Manager & Board Member, Teyo Yatırım & WEC TNC

muzaffer basaranHe was born in 1952 Isparta, Turkey. He got his BSc and MSc degrees in Mechanical Engineering from University of Newcastle Upon Tyne in England in 1974 and 1975 respectively.

In 1975, he started his carrier in TEK General Management (Turkish Electricity Authority) Power Plants Project and Construction Department. He worked in Afsin Elbistan, Kemerkoy, Yenikoy Coal Power Plants.

In state utilities, he served as Engineer, Chief Engineer, Site Manager, Deputy General Manager and General Manager.

On 17.10.2006, he retired from the state utility EUAS and started in Sabanci Holding as Energy Group President Consultant.

In August 2012, he started in Hattat Holding as Power Plant Investments Coordinator.

Since February 2013, he is the General Manager of TEYO Company.
He is a Board Member of World Energy Council, Turkish National Committee. He was speaker in many national and international conferences.



Shwan Zulal, Head, Carduchi Consulting

Shwan is a business consultant and Political Analyst with expertise covering a broad spectrum of political, governmental and social risk management from the planning process of corporate strategy to implementation in Kurdistan region and Iraq. he is also a Research Associate at the European Centre for Energy and Resource Security (EUCERS), Kings College London.
Specialist in, Government relations, Business development, Due diligence & Market Entry Strategy, with a track record advising Super Majors (IOCs), IT companies, defence and financial institutions entering Kurdistan region and Iraq. He is also providing consultancy services and advice to oil companies in Kurdistan region.
Main area of expertise is the oil & gas, mining and financial sectors, interfacing between Government, communities, companies and media.
Shwan has published a number of academic paper focusing on Kurdistan region energy sector and the region's relations with the neighbouring countries mainly Turkey.


 
Altuğ Atilkan, Partner -Corporate Finance Law, Herdem Attorneys

altug atilkanAltug Atilkan has started his professional career as a retail banking client executive at Citibank Turkey. Following this experience, he decided to further his education abroad and studied at University of Southampton on the subject of international financial markets. Throughout this study, he has undertaken variety of projects regarding cross- border M&A deals, stock market analysis and financial risk management areas. After obtaining his postgraduate degree, he took part as a finance administrator at Hill International one of the leading firm in construction management industry as of 2012. Afterwards, his career progression continued with 'Investor Relations Specialist' position at Mars Entertainment Group which is the flagship company in cinema industry. During this period he mainly focused on management reporting, financial analysis, financial controlling and feasibility studies. He also executed profitability analyses for Mars Entertainment Group in terms of location, season and on-going campaigns. Currently he is working as a Corporate Finance/Partner focusing on investment funds and different areas of energy sector including oil&gas, renewables and electricity market. He is also taking part in deal making transactions for the purpose of meeting capital requirements of the companies which are looking for private equity and venture capital funds.


 
Arif Aktürk, Managing Director, Naturgaz, and Member of the Board, Izmirgaz and Esgaz

arif_akturkMr. Arif Aktürk has a BSc in Mechanical Engineering from Middle East Technical University (METU), MBA in Engineering Management from City University in London, Business School Department of System Science. He has been an engineer, manager, director, and managing director in various energy companies.

He has 24 years’ experience in natural gas market in Turkey. He is a top executive at a natural gas company in Turkey and also member of the boards of two gas distribution companies in Turkey. He is also member of the board of PETFORM. He is the co-writer of book called "Last 10 Years of Turkish Diplomacy". He has been publishing articles various energy magazines.


 
Andi Aranitasi, Senior Banker - Power Utility Projects, EBRD

andi_aranitasiAndi Aranitasi is a Senior Banker with the Power and Energy Utilities team (part of the EBRD Energy Business Group), based in Istanbul. His current responsibilities include focus on origination and execution of projects in the Turkish energy sector both on debt and equity side. Andi has been involved in the closing of all EBRD’s transaction in the energy sector Turkey to date, for a total of ca EUR 500 million financing for EBRD’s own account and overall project value of nearly EUR 2 billion.

Andi has more than 16 years of banking experience focusing on the corporate (cement, pulp & paper, steel, pharmaceuticals, precious metals), telecommunications, agribusiness, property and tourism and energy sectors and project financing with EBRD focusing on South-Eastern Europe, Western Balkans and now Turkey. He holds a double Bachelor of Arts degree in Business Administration and Applied Economics from the American University in Bulgaria.


 
Gina Cohen, Gas Consultant, Natural Gas Economy

arif_akturkGina started her gas career when she helped establish the local branches of BG Group in Israel and Palestine in 1998, and became a private consultant in the natural gas sector in 2005.

Gina has been involved either on behalf of governmental institutions or major oil and gas companies in all the aspects of Israel and Palestine’s natural gas market. Her work has spanned activities from the Gas Law, the Sheshinski Law, the debates of the Zemach Committee on natural gas exports from Israel, the regulatory process for the construction and siting of the natural gas facilities in Israel, the writing of the Natural Gas Guide Book for the Ministry of Energy, etc.

In addition, during her years of work, Gina was involved in all aspects of the gas chain in Israel and Palestine, with her activities spanning from exploration & development, to transmission & distribution, to gas sales negotiations both on behalf of buyers and sellers, to feasibilities studies on the construction of natural gas generated independent power plants (IPPs) in the region. Gina has also been involved on the international front in such projects as due diligence for FLNG projects in the USA.

Gina lectures on Natural Gas Law and Economy at the Technion University in Israel and at the Cyprus University in Cyprus and is the author of the Hebrew-English energy lexicon (www.hebrewenergy.com) used by all professionals in the Israeli petroleum sector.


 
Bakatjan Sandalkhan, Management Consulting Lead Energy & Utilities, Accenture

bakatjan sandalkhanBakatjan Sandalkhan leads Accenture’s Management Consulting Energy & Utilities Practice in Turkey. Prior to Accenture, Mr. Sandalkhan worked as VP for RWE in Commercial Operation, Strategy and Sales & Trading in Turkey. He set up wholesale, portfolio management, key account and retail sales business. He also served as GM and Board Member in Power Generation, Electricity & Gas Wholesale Companies of RWE.

Prior to RWE, he worked at Deloitte Consulting in strategy, economic and regulatory advisory services inc. wholesale market design, Balancing and Settlement Regulation, investment advisory and operational consultancy for leading market players.

Bakatjan Sandalkhan is a founding Board Member of ETD, active member of TUSIAD Energy Working Group and member of WEC TNC.


 
Bilgin Tiryakioglu, Managing Attorney, Tiryakioglu Law Office

bilgin tiryakiogluProf. Dr. Bilgin Tiryakioglu is an expert on private international law. After she graduated from Ankara University Faculty of Law in 1984, she obtained her master’s (LLM) degree from the same University in 1986. She was awarded Ph.D. degree in 1991 at Ankara University with thesis on Law Applicable to International Sales.

She was employed by Ankara University as an academic between the period of 1986-2008. She also worked as a visiting professor at American University Washington College of Law in 2003-2004 with Fulbright scholarship for 7 months. She is currently employed by Bilkent University in Ankara as a professor of private international law where she has been working since September 2008.  She has been lecturing on Private International Law, ICSID arbitration and Settlement of Energy Disputes since then.

She has published numerous books and articles mainly on private international law and international civil procedure issues including foreign investments and has acted as an arbitrator in international arbitration disputes. Among other academic activities, she has been attending conferences and symposiums on both national and international stages since 1990 regarding various legal issues.


 
Anduvap Servet Akgun, Managing Director, Statkraft Trading Ltd., Turkey

bilgin tiryakiogluAnduvap Servet Akgün is responsible for establishing Statkraft’s trading and origination activities in Turkey since April 2012. Prior to this role he was a Cross-Border power trader at Statkraft Trading GmbH, Düsseldorf where he was covering around fifteen countries in Central-Western Europe. He is a board member of Energy Traders’ Association of Turkey.

Mr. Akgün holds a MSc in International Business degree and a CEMS (Community of European Management Schools) MSc in International Management degree respectively from Norwegian School of Economics and University of St. Gallen, Switzerland. He has graduated from Yıldız Technical University, Istanbul with a major in Economics, in 2004.


 
Murat Colakoglu, Partner, PWC

murat yaziciMurat joined PwC Turkey’s Istanbul office on 1 August 1993 and was admitted to partnership in July, 2006.

Expertise
In his career of 21 years in the firm, Murat has 18 years experience in the energy, utilities and mining industry, performing in the teams for mergers & acquisitions, due diligences and tax consultancy for multinational companies. Areas of proficiency include international tax planning, tax consultancy and bilateral tax treaties.

Murat acts as field leader and coordinator of world-class tax audit teams that have served the clients in his portfolio, providing them with top-notch tax planning and tax consultancy services which helped him build a formidable technical repertoire.

Murat has focused on firms that primarily deal with energy and infrastructure investments (including Build-Operate and Build-Operate-Transfer models) since 1997, and in that capacity, he has gained a wide range of experience with the consultancy services characteristic of that industry. He has a thorough grasp of the financing models of these investments in terms of tax principles as well as a comprehensive understanding of the financial audit and planning work that goes into green field investments, privatisation and acquisitions.

Murat currently acts as the partner responsible for the Energy Utilities and Mining Industry and infrastructure investments in the firm.

Qualifications & Memberships
Murat, who holds the CPA (SMMM) certificate, is a member of the TÜSİAD (Turkish Industry and Business Association) and YASED (Foreign Investment Association) Energy Working Groups. Murat writes articles about tax and finance for Dünya Newspaper.

Education & Languages
Murat graduated from Istanbul University’s Faculty of Economics’ Econometrics Department. He speaks Turkish and English.


 
Tunc Alyanak, Investment Officer, Infrastructure Cluster, IFC

tunc alyanakTunc Alyanak is an Investment Officer with the Infrastructure and Natural Resources cluster at the International Finance Corporation (IFC), part of the World Bank Group. He is primarily focusing on power and utilities in South Eastern Europe and Turkey. Tunc Alyanak has debt and equity financing experience in countries such as Albania, Bulgaria, FYR Macedonia, Moldova, Serbia, Jordan, Northern Iraq and Turkey. Before joining IFC in 2010, he was structuring and executing power sector transactions at Garanti Bank (Turkey). Prior to this, Tunc Alyanak worked with Is Bank (Turkey). Tunc Alyanak holds a Master Degree from the Nottingham University Business School and a Bachelor Degree from the Galatasaray University.


 
Ozan Acar, Coordinator, TEPAV

tunc alyanakOzan Acar is the coordinator of Economic Policy Research Foundation of Turkey’s (TEPAV) competitiveness program. Acar has led TEPAV’s various projects in the areas of industrial policy design, energy policy, and investment climate assessment. 
Since 2011, Acar has been leading TEPAV’s sectoral studies including agro-business and machinery industries, he was appointed as the rapporteur of the International Development Cooperation Ad-Hoc Commission for the Tenth Development Plan of Turkey’s Ministry of Development. In 2008, Acar worked as a consultant for the World Bank’s project on “Measuring the Impact of Global Financial Crisis on the Turkish Economy”. 
Acar is the founding director of Turkey Fast Growth Program, which is a program that AllWorld Network, TOBB (The Union of Chambers and Commodity Exchanges of Turkey), and TEPAV started jointly to identify the fastest growth companies in Turkey. The main purpose of the program is to increase the visibility of successful Turkish companies and make them better connected with the world. 
In addition to TEPAV, Ozan Acar worked at the World Bank, Abu Dhabi Crown Prince Court, Brookings Institution, and Harvard’s Center for International Development. 
Ozan Acar holds a masters degree in public administration and international development from Harvard University's Kennedy School of Government, and masters and BA degrees in economics from Bilkent University. He is currently pursuing a PhD in economics at the Middle East Technical University.


 
Seda Ertorun, the Member of the Board, PETFORM

seda ertorunSeda Ertorun was born in Mersin in 1980. She is a Mechanical Engineer, graduated from Boğaziçi University in 2003. She is currently the General Manager of Akfel Gaz which is established in 2011, for the purpose of import and wholesale of natural gas in Turkey.  Akfel Gaz holds gas sales and purchase agreement with Gazprom Export for 2,25 bcma natural gas for 30 years and started its operations on January 1st 2013.
Before her current position in Akfel Gaz, Ertorun taken key roles in other companies under Akfel Group which was founded in Turkey in 1995, specializes in natural gas and power supply, trading and engineering through its affiliates. Akfel Group is the biggest private natural gas importer in Turkey. In power, Akfel supplies its customers with green energy from its renewable portfolio, trades in the wholesale spot market and has been one of the pioneers in the trading of power across the borders. Akfel’s team has also carried out various EPC and consultancy projects on a range of energy infrastructure projects in natural gas and power supply and distribution in Turkey and in the region.
Seda Ertorun is a member of BUMED. She is the Board Member of PETFORM, Petroleum Platform Association.


 
Yasin Kasirga, Business Development Manager, Alstom Power Turkey

He held numerous positions in development, tendering and execution of projects in Turkey, Jordan, Pakistan, Russia, Latvia, Ireland and Iraq, built and managed in-house and cross company teams. He also worked on and contributed to EPC Operating Modeling, Performance Management System, Re-structuring, Business Process Redesign and Change Management. Yasin holds a BSc in Mechanical Engineering and a BSc in Business Administration. Yasin is member of Turkish National Committee of World Energy Council and member of Energy Commission Of Alumni Organization Of Middle East Technical University and and member of YASED (Foreign Investment Association) Energy Working Groups..


 
David Tonge, Managing Director, IBS Research

His breadth and depth of knowledge of Turkey, its leading companies, its practices and its institutions, is complemented by work in the Caucasus and Central Asia. He is Managing Director of IBS, a broad-based consultancy founded in 1985. He is a recognised authority on Turkey, being author of a wide range of publications on the country.
IBS is a market consultant on Turkey’s power and natural gas sectors, assisting local and international developers, utilities and financial institutions with price and revenue forecasts and with appraisals of the regulatory environment.
David Tonge has directed many of IBS's major projects in the energy sector. His initial experience in Turkey was for the Economist Intelligence Unit. He helped establish their Ankara offices and later had broad responsibility for reporting on international corporate and economic developments at the Financial Times, including writing of editorial columns and features on these subjects. During the years 1978-83, when he was the newspaper’s Diplomatic Correspondent, he designed, edited and largely wrote the Financial Times annual surveys on the country.

Elif is currently leading the electricity distribution and retail sales segment at Deloitte Turkey. She also has responsibility in business development and thought leadership in natural gas segment. She has solid project experience in all sub segments of the energy sector. She has participated to several reform and restructuring projects with public institutions in Turkey and she is actively contributing to the development of the energy market. She participates in the development of numerous energy sector reports and articles within Deloitte. She attends several energy sector events and presents about development of electricity and natural gas markets.
She has a B.Sc. degree in Industrial Engineering from Middle East Technical University. She has M.Sc. Degrees in Industrial Engineering – Production Management and Information Systems both from Middle East Technical University.
